
Uniting for Compliance: Karamoja CSOs and Regulators Discuss Regulatory Frameworks
KARAMOJA, MOROTO – Civil Society Organizations and regulatory bodies in the Karamoja subregion are preparing for a crucial interface scheduled for July 28, 2025 at Leslona Hotel in Moroto Municipality.
The meeting aims to discuss pressing issues affecting the operations of civil society organizations in the region, including legal registration and licensing requirements, financial reporting, audit and taxation, anti-money laundering, and countering financing terrorism regulations.
According to Dorcus Angom, the Programs Manager, Riamiriam Civil Society Network-Karamoja, the interface will provide a platform for stakeholders to engage in discussions on key regulatory frameworks governing civil society organizations in Karamoja. “This meeting is a significant step towards promoting compliance and good governance among civil society organizations in our region,” Angom said.
Key areas of focus during the interface include: Anti-Money Laundering and Countering Financing Terrorism Regulations, understanding the risks and consequences of money laundering and terrorist financing in the region, data Protection and Digital Compliance, and Navigating the complexities of data protection and digital compliance in the context of civil society organizations.
Other areas include funding restrictions and foreign funding regulations, understanding the implications of funding restrictions and foreign funding regulations on civil society organizations, risk-based Supervision, as well as implementing risk-based supervision to mitigate potential risks associated with civil society organizations.
Hillary Emeu, the Assistant Registration Officer at NIRA in Moroto District, emphasized the importance of collaboration between regulatory bodies and civil society organizations. “We look forward to working with civil society organizations to ensure compliance with regulatory frameworks and promote good governance in the sector,” Emeu said.
The interface, funded by the Royal Danish Embassy, Embassy of Ireland, Kingdom of the Netherlands, and Embassy of Sweden, will bring together participants from nine districts in Karamoja, including Kaabong, Karenga, Abim, Kotido, Moroto, Napak, Nakapiripirit, Amudat, and Nabilatuk.
The meeting will culminate in the signing of a joint communiqué or action framework, outlining the commitments and actions agreed upon by participants. This initiative is expected to promote a more enabling environment for civil society organizations in Karamoja, fostering their ability to contribute to the region’s development.
By bringing together stakeholders from civil society organizations and regulatory bodies, the interface aims to strengthen partnerships and promote a more effective implementation of regulatory frameworks in the Karamoja subregion.
