Main Objective

To strengthen the capacities of rights holders and duty bearers for improved accountability in health, water and education sectors by 2018.

Specific Objectives

To enhance the capacity of oversight committees to deliver on their mandate of enforcing accountability.

Results of the project

  • Conducted twelve (12) parish dialogue meetings between the community (rights holders) and service providers (duty bearers) on social service delivery. The initiated dialogue have always helped to resolve conflicts that tend to an impact negatively on social service delivery
  • Conducted twenty (20) local accountability crusades/barazas at the sub county level involving political leaders and service providers.
  • Conducted three advocacy forums one at the district headquarters of Napak and two in the sub counties of Lotome and Ngoleriet.
  • Formed and trained twelve (12) community advocacy teams (groups) in advocacy and lobbying. In all sub counties, community led advocacy structures have been instituted and trained about social economic, political and civil rights and entitlements. The empowerment of the citizenry has been exhibited through their ability to identify issues through routine monitoring, generation of reports and eventual engagement with the duty bearers through community dialogues and parliaments further still by being consistent in following up on the actions agreed upon to ensure that their issues are addressed.
  • Conduct baseline Capacity assessment of School Management Committees, Water User Committees, Health Unite Management Committees and informed on the capacity gaps.
  • Supported exposure/ exchange visits of oversight committees which promoted learning and information sharing.
  • To strengthen the capacities of duty bearers and rights holders in planning, budgeting and reporting processes to be able to enforce accountability in the water, health and education sector.
  • Document success stories of Community parliament’s advocacy efforts
  • Use of the media to raise awareness has fostered community engagement on the issues of governance and accountability
